I recommend to all who are prevented from accessing Youtube to make a complaint in their respective providers and then, with the protocol number at hand, please http://www.anatel.gov.br and make a complaint with Anatel also.
Follows the text of the model:
“The provider is censoring my access to the Internet by service Speedy, for I am unable to access the site Youtube.com. The Ombudsman claims that the blockade is by court order, but the order is specific to a video and not the whole site, so that Telefonica is using this excuse the court order to block the traffic generated by access to Youtube, and thus increase the bandwidth without having to make any investment, because your network is already congested.
